Salaries, Wages, and Related Benefits Declined by 4.52% y-o-y by April 2014

According to the Ministry of Finance (MoF), “salaries, wages and related benefits” declined by 4.52%, decreasing from $967.83M in the first four months of 2013 to $924.05M in 2014. Despite this decrease, the payments accounted for 30% of total primary spending by April 2014, representing the biggest portion, followed by EdL transfers, which constituted 21% of primary spending. This $43.78M drop is mainly explained by the $39.13M falls in “allowances”. These declines in expenditures were slightly offset by an $18.57M rise in basic salaries that constituted 76.54% of total expenditures. Military personnel made up 64.01% of total basic salaries, with education personnel forming 25.49% and civilian personnel the final 10.50% with respective values of $453.07M, $180.43M and $74.30M. Similarly, indemnities for military personnel constituted 36.98% of total indemnities, while education personnel and civilian personnel each captured 31.51%. Indemnities for military personnel equaled $17.91M, and $15.26M for each of education and civilian personnel.
