According to the Ministry of Finance (MoF), “Salaries, Wages and Related Benefits”, which mainly includes the cost of basic salaries, allowances and indemnities, increased by 2.35% in the two thirds of 2014, to $1.92B compared to the same period in 2013 at $1.86B. Salaries and wages, which constitute the largest component of the government primary expenditure, saw its share rise from 28% to 30% by August 2014.
Basic salaries, which owned up to 74.49% of “Salaries, Wages and Related Benefits”, augmented by 2.99% years on year (y-o-y) by August 2014. This was mainly driven by the respective rises of 5.22% in salaries of “Military personnel” (64.16% of total salaries) and 0.92% “Education Personnel” (25.41% of total salaries), totaling $909.45M and $360.20M. However, it was partly offset by the 4.97% decrease in salaries for “Civil Personnel” (10.48% of total salaries) to $148.59M.
On the other hand, “Allowance” and “Indemnities” declined by respective 5.15% and 4.14% to $256.71M and $92.21M. The former downturned because of the 19.61% plunge in “Allowances for the Army” while the latter shrunk due to the 14.58% decline in “Indemnities for Education Personnel” during Jan-August 2014.
