According to the Ministry of Finance (MoF), “Salaries, Wages and Related Benefits”, which comprises the basic salaries, allowances and indemnities, increased by 5.39% year-on-year (y-o-y) during the first 10 months of the year to $2.44B compared to $2.32B in the same period of 2013. Salaries and wages, which constitute the largest component of the government primary expenditures, saw their share augment from 28% to 32% by October 2014.
Basic salaries, which owned up to 72.95% of “Salaries, Wages and Related Benefits”, augmented by a yearly 2.76% to $1.78B up to October 2014. This was mostly driven by the 5.34% y-o-y increase in salaries of “Military personnel” totaling $1.14B. However, it was partly offset by the respective 1.01% and 2.77% yearly declines in salaries of “Education Personnel” and “Civilian Personnel” summing up to $455.21M and $186.46M.
Furthermore, “Allowances”, which constituted 4.57% of “Salaries, Wages and Related Benefits”, grew by 9.34% y-o-y to $341.74M by October 2014. This was mainly on the back of “Allowances to Military Personnel” increasing yearly by 9.19% to $339.08M.
On the other hand “Indemnities” declined by 2.89% to $111.48M. This downturn was attributed by the annual 15.38% fall in “Indemnities for Education Personnel” to $291.97M during Jan-Oct 2014.
