Lebanon’s 2026 Budget: Bigger Budget but Insufficient Investment

On January 29th, 2026, the Lebanese Parliament passed the 2026 Budget Law prepared by the Ministry of Finance (MoF) and approved by Council of Ministers (COM). This budget law is generally a balanced budget where expenditures is equal revenues (USD 6 billion); with a small primary surplus. This note will provide a concise analysis of the budget law, accompanied with an assessment of its strengths and limitations in addition to suggestions of how to increase future revenues and control future expenditures.
