New Exchange Rate to be Applied by Ministry of Finance

On August 6th, 2024, Minister of Finance Youssef El Khalil sent to the Council of Ministers a request to apply an exchange rate for the US dollars for the purpose of recording revenues and expenses of the ministry in its treasury accounts and the release of financial statements, as per the table below. The Ministry of Finance justified this request as follows:

  • The Lebanese pound faced a significant deterioration against the US dollar in the period between 2020 and 2023 included.
  • There is a distinction between the local US dollars and fresh US dollars and it is required to adopt an exchange rate to record the accounting entries of the Lebanese treasury account in US dollars.
  • The necessity for the ministry to record its collected revenues.
  • The Central Bank started applying Sayrafa rate as an exchange rate to transfer from / to cash US dollars, starting May 21st, 2021 as per BDL circular #157.
  • There is a need to adopt and exchange rate to record the taxes collected in USD for preparing government’s 2025 budget.

In its meeting on August 14th, 2024, the government took a note about the decision and then MoF circulated the decision to the Central Bank.
