BDL Intermediate Decision 13712 on the Banks’ Required Reserves at Central Bank

On March 27th, 2025, the Central Bank issued the intermediate decision 13712 on required reserves to be placed by banks operating in Lebanon. This circular states that banks operating in Lebanon must place at the Central Bank, in return for interests that the latter grant on the time deposits in foreign currencies, 11% instead of 14% of:

  • All types of deposits in foreign currencies
  • Debt certificates, certificate of deposits, bank certificates issued by banks in addition to loans that banks get from the financial sector and is due in a year or less

As per the new decision, the surplus in liquidity resulted from this decision should be used exclusively for the payment of basic circulars 158 and 166.

It is to be noted that a similar intermediate decision 13713 was issued also on March 27th, 2025 addressed to Islamic bank and covering the same subject.

Interesting to note that this is the second time required reserves are changed as they have previously fell from 15% to 14%.
